What did this part mean in the movie Blue Streak (1999) Starring Martin Lawrence. My question is what is a P40 and a P31? They complained about it in a police meeting and Det. Malone (Martin Lawrence) aproved the P31 and removed the P40. What was that?

That’s the whole point. He didn’t know what it was either but he was pretended by scrapping one and giving them the other since that’s what they said they wanted.
