1991 nissan sentra overheating, Why?

It ran beautifully for the past year, I drive in the hottest weather all day and the temp guage stays just below half all day. About a month ago, it started over heating after about 20 minutes of driving, BUT ONLY IN CITY/RUSH HOUR TRAFFIC. After I get back on the highway, the temp goes back down. When it heated up today, I pulled over and noticed that only one of two radiator fans were working. Aren’t both fans supposed to come on? Then the one fan that was working, just stopped but i didn’t wait long enough to see if it would turn back on because the temp guage shot all the way up!!
What it can it be???
Keep in mind that the overheating only happens in city driving when it is very hot outside. I can drive all night when it’s much cooler and it wont overheat.
Most likely is that the one fan motor has gone bad. If your car has AC (even if it is not working) try turning it on and see if both fans run. If not then the fan that is not running check for power and ground, if you have that then replace the fan for it has gone bad.
Other wise it could be a relay problem, or wiring issue.
