There’s not much you can do. If your email provider was your Internet Service Provider, you could easily have them reset your email password. However, Hotmail is a free web-based service, and they do not collect much personal information on their users. As a result, it’s nearly impossible to authenticate who is the real account holder of an email address.

This hacker probably changed all your personal information too so there’s no way Hotmail can reset your password as the your real information won’t match what’s on the account now. I recommend you change the passwords you use for anything else since you may have emails sitting in your Hotmail account that contain your username and password for other websites. Also change the email address you have registered on other websites. The hacker may try to find your other online usernames, and if you use the same password, he’ll hijack those too.
